The Skills Dashboard page at /hr/skills/dashboard provides an aggregate view of skills across the workforce.

The page renders the SkillsDashboardPage component, which aggregates skill data across all employees. It is distinct from the Skills Library (list of skills at /hr/skills) and the Gap Analysis page (/hr/skills/gap-analysis).
